For the osc to be SHM , at equilibrium position (mid pt bet the two values of r) the force must be zero . Since the graph is not symmetrical with turning point not at the mid pt the osc is not SHM
At high potential energy (when the crystal is heated) the equilibrium position between the two values of r shifts to the right(greater r) , hence the lattice expand.
