The battery emf is able to supply potential difference equal to its emf provided the internal resistance is zero. However if there exist internal resistance the terminal potential difference can only be equal to emf when no current is drawn from it.
Note: The diagram shows current flowing through the internal resistance causes the potential to drop and then rise by E , hence the resultant pd is E-ir.
