E and B fields_velocity selector

Orthorgonal B and E field means they are aligned perpendicular to each other. It should give rise to opposite forces on charge (+ or -). If the charge is not deflected its velocity must be equal to E/B. A faster moving charge will be deflected towards the F exerted by the B field. A slower moving charge will be deflected towards the force exerted by the E field.
